If you already have a slash then I wouldn't get a nother sct. Get a revo 3.3 if you enjoy tinkering. I always found myself sitting in front of my slash vxl wanting something to fix or tune.

The stock tires are hard.. What I just recently did to mine was spray them down with wd40 and let them sit in a zip lock for a few hours. Definitely gets them a little softer.

Slash 4x4 all the way. You won't regret it. And unless your racing I wouldn't get lcg chassis. Less clearance for off road
I would definitely recommend some aluminum shock caps. I don't jump a lot and the plastic ones would pop of. Not very fun to get shock oil all over your truck
If you have a park nearby then drive there and I think he will be okay. I find if your running in a baseball diamond area then the noise won't travel much further then that.
