There is not much difference between a brushed and brushless eMaxx...

The power system in the one linked is not Traxxas, but aftermarket.

It is already at the max I would pay for a used Maxx.
Whatever it is I just said... I could be wrong.

It is a little low on the Kv side, but it should be fine.
Being HPI, it is probably a re-badged motor from some other manufacturer.

Wouldn't it have started out as a brushed maxx due to the dual motor mount?

Yes. One of the few differences between the two.

Hubs, servos, motor mount, power system, wheels, and stickers... I think those are the only differences.

You can run a single motor on the dual mount just fine as long as there is some tape covering the holes to keep debris out.
