NiMh's can only be charged at 1C safely... so "fastest" time is going to be the same with any charger capable of 7 amps or greater.

So balance charging a 5000mAh 2S at 5.0a is ideal? Or lowering the amps better to get better charge cycles?

Yes, 5 amps is ideal for a 5,000mAh battery.
How you treat your packs... 3.8v/cell for storage, not pulling more amps out of them than they are capable of, not leaving at full capacity, not over charging, not over discharging, and keeping them cool has more effect in extending charge cycles than charging at less than 1C.
