NOOB question, what would you pay for this 1/16 mustang?

I'm just getting into the hobby and don't want to overpay for this, its a local guy that I don't know. I'm not really sure what's true that he's saying, Traxxas.com lists this car at 55 mph, so I think he's misrepresenting this car, but don't want to be ill-informed.
Thanks for your help in advance.

Description Given: 1/16 mustang brushless - Car is almost brand new and runs like a top!! I just never play with it.. comes with after market charger (racer edge 50.00ish) plus one extra battery so u can run it up to 65+ mph.

I highly doubt the speeds as well.

    $200 tops.

The body seems to be in good shape... outdated charger... if he ran it in series the ESC or the servo is probably going to fail soon... aftermarket wheels... stock everything else from what I can tell.
Whatever it is I just said... I could be wrong.

He's asking $250, I negotiated him down to $200 but then thought that I should check with the forum.
Will it go 65? Also, are all 1/16 same chassis different shocks?

Not that big of a deal... once a mod sees it he or she will move it.

All 16ths are 95% the same... even the shocks.
There are limiters in the Mustang shocks though...

Basically the only differences are arms, rods, links, axles, bodies, mounts, and the front skids.

Will it go 65? I would say no... not in stock form anyway. At those speeds all you can do is try to keep it in a straight line... and you better have a LOT of room.
Whatever it is I just said... I could be wrong.
