Taping XO-1 Tires with Duct Tape

no need to, XO-1 are belted tires.

What he said... Taping is used for unbelted tires to prevent ballooning. Tried it once on my brushless e-revo, personally I'm not a fan of it. Adds too much weight, makes wheels harder to balance and impossible to balance after a few runs when the tape starts to come loose. A moot point for the XO-1 though.

So what do you do with XO-1 tires because I heard they still balloon at speed even though they are belted?

Switch to sponges and be done with it. Used tires will grow less due to less weight but nothing compares to the foams.
