What was the charge state when you took these voltage readings?
If it was after a run, the readings are acceptable.
If it was after putting them into storage, not all chargers balance to storage voltage as storage voltage is not all that critical.
Whatever it is I just said... I could be wrong.

Are you sure the device you are using to measure the cells are accurate?

It sounds like to me that the charger is not balancing them properly. If it were a dead cell the voltages would be wayy far off, not a few tenths.

Situations like this is why I like having a stand alone balancer on hand. The one I have is extremely slow but when I have a pack out of balance at the end of a charge cycle I just put it on the stand alone balancer and let it sit until the cells are in balance.

I would charge it with the Traxxas charger your next charge and check. If it keeps undercharging that middle cell it could be an issue with the cell.

It is a slow charger... I would still do it again after you run it at least one more time.
