Sorry for a newb question but does the 2.2 and 2.8 refer to the overall diameter size of the wheels/tires set?

Outer rim diameter of the wheel. Overall tire diameter remains pretty close for stock Stampede tires.

The 2.2 and 2.8 refers to the size of the wheel they will fit on.
