What should a healthy 7 cell 8.4v traxxas pack fully charged read?

They can read upwards of 9v usually, but that peak/ freshly charged voltage will soon drop back down to nearer nominal voltage- dont be too concerned about nimhs or nicads reading higher than rated.

Lipo do the same. There is the nominal voltage or resting voltage then there is the charged voltage.

Nimh 7 cell will usually read about 9.6v when they are fully charged.
Lipos do the same thing.

Here's a graph of a normal NiMH pack charge showing volts per cell.

The drop occurred when the charger switched to trickle. Still, end voltage was over 1.4 volts per cell. If you aren't ending at 1.4V/c minimum, your cells are weak or damaged IMO.
