You could bake them, boil them or acetone to remove the glue. I have had great success with the baking method.

I did it without removing the tires. Didn't really hurt the glue either...

Yup the oven cleaner method seems the cheapest, and easiest and most effective way.

easy off oven cleaner, yellow cap. does the trick well
I just taped around the tire and then scuffed up the chrome a bit with a scotch pad then used some flat black paint 3 coats did
the trick for me. They have held up quite well to my suprise
I was most impressed with the Easy-Off method. Patience and a toothbrush so I didn't scratch them.
