Yes, it's safe. If the lipo gets too cold you may feel some sluggishness at first until the lipo warms up a little.

Indeed, it is a good idea to store lipos indoors before you use them, or if you are outside for a while store the packs/ spare packs in your pockets next to your body to keep them warm.
