HobbyPartz sells both at good prices. The Gens Ace batteries are hard to beat. They outperform the higher priced lipo's hands down. Make sure you look at the battery dimensions and check to make sure they will fit, otherwise you will be stuck with a battery.

How about the thunder AC6 smart balancer. $65.00, people praise them all the time.

Yes. A charging sack is a must, and you'll need to do a Google search (or other search engine, MSN, Yahoo, Ask, etc...) to learn about charging and (more importantly) balancing.

also if your not using a lipo "compatible" ESC you will need and Low Voltage Cuttoff or if your experienced and can tell the sharp drop in voltage when your driving to let you know its time to recharge

charger wise i would recommend the 230 onyx combined with the Electrifly Equinox balancer (both easy to use just make sure your lipo has the Align balancing taps or the JST XH balancing tap and you know how to set them up)
