No, it doesnt have the link system which really only matters if you want to use it for more than one car. That's the only difference from what I have read.
You can find the 2nd one on feebay for under $65, I just bought 2 more last night for $125 shipped, now my kids and I all have them.

So the first one, you can use one TQ for two cars if they both have different receivers, but the second one, you can only use that TQ for a specific receiver?
Actually, I take that back. They both seem to do the same thing, except the first one is $18 more and uses 8 AA batteries, and the second one only uses 4. It's also the one being included with the new Slash and Rustler/Bandit/Stampede VXLs.
Correct me if I'm wrong, of course.

the second radio you linked to is the next generation of 2.4 radios from Traxxas, and a much more capable radio from what I've read. You can tell they are the new ones from the "black case" I'm still waiting on a response from Traxxas as to when they will make the 2nd gen "black case" radios available through their "power up" trade in program.
