generally, that is true, but the different wont be too much. A slow charge rate will yeild a more complete charge of the battery, resulting in longer run times, but because it was charged so slowly, the voltage does not rise as much.

when charged fast, the battery charges too fast to have all of it totally charged so it yeilds slightly shorter run times, but with increased voltage, yeilding more performance.

generally, you want to charge GP and IB packs at about 4 to 5 amps, 4.5 being a compensation for run time and performance

for other generic cells, charge at an amp rate similar to that of its capacity. for example, a 3000MAH battery would be charged at 3 amps, while a 2500 MAH would be charged at 2.5 amps.

for Ni-cad, you want to fully discharge the pack first, then recharge it at 3 times its capacity. so a 1500MAH pack at 4.5 amps.
