I think the smallest production engine is the Cox .01
It is similar to the .049 but smaller in displacement.

The Cox glow engines have no throttle, they are meant to run "wide open" for control line airplanes.
A company called Norvel in Russia makes a .049ci engine with a throttle control. It is meant for airplanes, so it'll probably overheat in a RC car application. I use a Norvel .049 in my Herr Engineering "Star Cruiser" 1/2A sized RC airplane.

I heard that mazda made a model of the rotary engine that was on the back on a pencil or something and it worked, but that was just from talking with someone so I don't know if it was real or not.
