1. Cut off may be 3.2, but the voltage changes under load. At rest it may be higher, under load it may have dipped to the cut off. Are the flight times short?

Sometimes the servo can be the culprit if it's damp. Leave the receiver box open for a day to let it air out and try unplugging the servo.
Then the receiver must be damp or damaged. Take it out of the box and see if it got wet.
