should I hear this ? I "think" I have it turned on but I've not heard it? The light is green instead of red so that means it is working? My run times aren't what they should bew so something is wrong I think.

The ESC has LVC, not LVA.
First stage LVC is 50% throttle, second stage LVC is no throttle.

There isn't supposed to be any noise.
LVA: Low Voltage Alarm
LVC: Low Voltage Cutoff
LVD: Low Voltage Detection
