A quality 2S lipo ($30) + Castle SCT 3800 ESC/motor combo ($130) + 23/86 gearing should just about hit 40mph with a fresh battery. 26/86 gearing should get you to about 45mph with the same set-up.
You could get a similar result with a Traxxas VXL/Velineon combo but you'd have to go about 2 teeth higher on the pinions to make up for the lower KV on the motor.
My money would be on the Castle route.

Yup a VXL on 3s will hit those speeds.
Can't go wrong with Castle, but the Velineon has its advantages too, its simple, waterproof, runs sensors and brushed motors...

I have a TIRED VXL system in my slash that i took out of a rustler ive had for about 4-5 years....
on 2s geared at 28/86 i can pull wheelies and hit around 43mph...i need more gears to play around with because i know it has more in it...but the castle system seems to be a bit cheaper....or id look into a tacon setup from hobbypartz, they're cheap and reviews say they are very comparable to the VXL system power wise if you go with the righ kV, but 95% of the time they are out of stock as they are so popular...im planning on getting one when they have a good one in stock for my LCG build

I run the Castle SV2 4 pole 5700 kv geared at 19t pinion and 86t spear...2s @ 5000 mah. Bought it on sale at my LHS for $99. I have had this set up since last April. Finally put the GPS in yesterday to see what the top speed was.....To my supprise it did 39.2 mph....I didn't think it was that quick. I don't really run on pavement much as to why the gearing is kept low...but I can see if you were to gear the pinion up to a 22t to 23t X 86t spear, you could achieve the mid 40's or more.
