Check out "pirespreto.com/traxxas.htm".
This is one great site for boats including the Nitro V. It will answer your question about cooling as well.

Put the out put above the water line and there will be no increase in drag. I'd like an opinion on whether or not you could place the water out line so that it is below the boat, facing so that the water flowing over would create suction on the hose, and increase flow through the engine. Do you people like the Nitro Vee? I've built boats before and currently have a water cooled homelite boat. but I've been looking for something a little smaller so I could actually bring it with me to places. Currently I run my boat in lake Michigan and I know that a nitro vee, would not like it so much there, but the streams nearby are a different story, and don't have enough room to run a weedwacker boat.

I think it should be kept at the back of the boat like it was originally put. It looks better behind it anyway.
