what does run the oil (after using) mean?

are you talking about after run oil? if so it prevents the build up of moisture in the engine and prevents rust from forming.

the oil is either put into the glow plug hole or down the carb. then you crank the engine over a couple of times to spread it around.

You can use 3 in 1 oil as an after run oil, its good for the engine and it will start easier.
