Is there a Waterproof Brushless System that would provide enough power to warrant the upgrade?
Theres boat ESCs, but they have no reverse and are expensive. Castle product are highly water resistant (if you plug the USB port) and with a bit of tape, waterproof spray and plastic bags you can have a pretty much waterproof system.

MGM controllers come water resistant if you get the hydro version, which is still good for cars and trucks as they do have brakes and reverse and are fully programmable. However, they also cost 250-300.
