Carb help

I have a Rusty .15 and am having problems with the carb adjustment. I don't know where to set the smaller needle for a proper fuel mix. Also, the bladder that is on the end of the carb is now loose and does not pump the fuel into the carb. There is a screw on the end of it that if tightened into the carb, the bladder doesn't pump the fuel into the carb. How do I set that screw so the bladder pumps in and out? Where does the smaller needle need to be set to run a good mix?:(

first of all turn the low-speed needle(the one on the end) clock wise as far as it will go
then
turn it anti-clockwise 1 3/4 turns.
or
turn it untill it is flush with the carb body
