you just answered your own question. Your brothers first hobby class rc, it should be electric. but consider where you can run it, if the place you are going to run it doesn't have to much paved and smooth road then you should get a off roader. Consider his age and skill level too. if he is 13+ and is responsible then perhaps he should get a nitro car/truck.
